Top 47 Cities on the list of States with Most at Flood Risk

The National Flood Insurance Program (NFIP) is a federal program created by the government to provide insurance coverage for homeowners and renters. The NFIP provides flood insurance in every state of America, but some states have more at risk than others. To help you understand which cities are most vulnerable to floods, we’ve put together this list of the top 47 cities with the highest flood risk in each state.

With the United States experiencing three billion-dollar floods last year, flooding is an important hazard to be aware of. Although water damage can happen for a number of reasons including hurricanes and other extreme weather events leading to flood incidents–flooding in America alone impacted 14 million people this past year!

The most common natural disaster in America is floods. These can happen anywhere and any time of year, often because global warming makes them worse than before. If you live near water the risks are higher for snowmelt, ice jams on rivers or even from a storm or hurricane!

The First Street Foundation released a report that shows FEMA’s mapping is often wildly inaccurate in terms of how many structures are truly at risk. If you live within the path of these hurricanes and have not yet evacuated or prepared for potential flooding, now would be your chance to get out while there’s still time!

As the First Street Foundation just released their National Flood Risk Assessment Report, which identifies any property at risk of flooding one centimeter or more over the next 30 years. This report was created to help homeowners and business owners plan for disaster relief in their area by identifying cities with a high flood risk throughout every state.

The First Street model found that there are 23.5 million properties at risk of natural disasters in the United States, and 3.6 million property owners could face significant damage to their homes if a major disaster strikes nearby! But don’t worry–the US has federal programs like FEMA’s National Flood Insurance Program which can help you with homeowner insurance for both existing structures and new construction projects during times of extreme need so it doesn’t cost too much money or become impossible to find one because they’re inundated with demand from those other people facing loss as well.

1. Alabama

It’s a shame that even after the tragedy of Hurricane Katrina, Alabama is still being threatened by flooding. The study found Mobile has almost 25% properties at risk and Dauphin Island 88%. These numbers are projected to increase from 2020 when there will be 772 homes in danger or washed away into open waters- especially on low lying coastal areas like Satsuma which have already seen a significant increase from 1 home at risk back in 2000 to 151 today!

2. Arizona

Phoenix is in a precarious position. Most properties at risk are located there, with 62,351 total homes threatened by flooding from 2020-2050 according to projections showing Somerton as having drastically increasing risks for those deemed at-risk.

Arizona is a state that experiences the most floods in the United States, with an average of 40 to 100 per year. The worst part about this frequent occurrence? Nearly every flood was spurred by disastrous fires and other natural disasters.

3. Arkansas

Arkansas is not immune to floods, and North Little Rock was the hardest hit last year. The city’s properties at risk are 33% of all properties in Arkansas, with Dermott poised to see a dramatic increase by 2020-2050 due mainly to its vulnerability during rainy seasons like this one.

As the largest state in America, Arkansas has been hit with its fair share of devastating floods. From 1915 and 1927 to 1945’s Great Flood or 2010s Albert Pike flood, Arkansans have seen water rise over their land many times since it was a territory. Some common causes for flooding include flash floods – which are still pretty prevalent today – as well as river-based flooding from tropical storms and coastal flooding that results during failed dams or levees when snowmelt ices up on top of them due to cold weather conditions like this year’s bitterly cold winter we’ve had thus far!

7. Delaware

The Delaware coastline is in danger, but if we act now there may be a way to save it. Hurricanes and storms have increased the frequency of floods dramatically with 67% being classified as “human-caused” and over 22000 people will likely be at risk by 2050 without intervention.

8. Florida

The Florida flood risk is not insignificant and the most cities at high-risk are Cape Coral, Warm Mineral Springs, and Golden Gate. These three areas have 111,237 properties that could be affected in 2020 alone! Worst case scenario predicts 153 (3% of all) to 40000 (76%) by 2050 if floods keep increasing as expected.

The risk for destruction and devastation is something that Florida has always been a hotbed of, with not only the geography making it worse but also global warming. With its three sides bordered by rising seas where Miami’s stormwater projects are already failing due to their past history with hurricanes – Florida will be doomed if drastic changes don’t happen soon.

9. Georgia

The Georgia floods are a high risk because of how many rivers and lakes affect the state. The most homes at risk for flooding is in Atlanta, with 14,227 properties being affected by this natural disaster out of 55 million total. Brunswick has 100% to be constantly aware about floods with 6,815 houses within their area that will also have flood risks as well after 2050!

The weather in Georgia has been really unpredictable lately. Just recently, a 500-year flood caused 3 out of 4 counties to declare federal disaster area status and the main reason why is because thunderstorms have become increasingly strong over time as well as rising sea levels which contribute to aggressive erosion that causes more rainfall overall.

10. Idaho

Every year, more and more people in Idaho are at risk from floods. Some Boise City residents live near rivers that could wash away their homes if they’re hit with a flood like the one earlier this year. Meanwhile Blackfoot has 81% of properties facing potential danger from flooding while Fruitland’s property-at-risk percentage increased since 2020 so it may see water sooner than before!

In Idaho, the annual spring snowmelt and mountain runoff are part of life—both a blessing and curse. Indiana had a flood in 2018 that was very similar to the one from 1950. The snow and rain filled up the rivers so much that they overflowed. Both of them had a flood, and it made them bad. It is like 500-year flood status.

13. Iowa

In Iowa, there is a risk of floods. The most properties at risk are in Council Bluffs (10,989 properties at risk). Of the all the properties in Evansdale, 62% are at risk (1,550 properties). In 2020 there will be 403 houses with 15% at risk and in 2050 this number will be 422 houses with 15%.

After huge floods hit Iowa in 2008, the state created a center to provide science-based information and technology to people in Iowa. It has projects like a network of sensors that monitors streams and another project is a map that lists all 99 counties in the state.

14. Kansas

Kansas has a risk of flooding. Wichita is the most at risk town with 16,034 properties. Haysville has the highest amount of properties at risk – 34% of all property is at risk in Haysville. The Valley Center will increase greatly with projected 1,085 properties in 2020 and 1,185 in 2050.

Kansas has had many floods. The USGS and the National Weather Service keep track of water levels in streams and rivers. The USGS has 180 streamgages in Kansas, while the National Weather Service uses water flow data to make predictions with a lot of reliability about when there might be a flood.

15. Kentucky

Kentucky has a high risk of flooding. Louisville/Jefferson has the most properties that are at risk. Hazard is the city with the highest share of properties at risk. There will be 135 properties at risk in 2020, and 487 properties will be at high risk in 2050.

Kentucky floods more than other places. Kentucky has 1% of America’s population but it had 4% of people who died between 1996 and 2019 because they were in a car when the flood happened.

16. Louisiana

Louisiana has a lot of flooding. In New Orleans, 98% of houses will be at risk. The highest share is in Metairie, where 100% of homes are risky. Franklin has the most risk in 2020 with 478 homes being at risk. But almost all property will be at risk in 2050 because there are 5,390 more homes that will have a high flood chance.

New Orleans is in danger of floods. There are two reasons: hurricanes and tropical storms. These can happen to Louisiana because it is at the southernmost dumping off point for the Mississippi River Basin, which is the largest drainage basin on the continent.

17. Maine

Maine flooded in 2019. Most homes that were flooded are in Portland, and many other places as well. The share of homes that are at risk is highest in Brewer, where 22% of all homes are at risk. In 2020, there will be 643 more homes at risk than there was before the flood (16% of all properties). There will also be 1,151 more homes at risk than before the flood (29% of all properties) by 2050.

In Maine, floods happen because of water from rivers and streams. Sometimes ice jams cause them too. Floods might happen quickly and then end just as quickly or they can last for a long time too.

18. Maryland

Maryland is at risk for flooding. In Baltimore there are 13,705 homes in danger of flooding. That’s 6% of all the homes that could be flooded. And in Ocean City, 85% of all homes could be flooded and there are 6,319 properties at risk. The chance of being flooded on a property in 2020 is 10%. But by 2050 it will be 26%.

Climate Change Maryland says that the state of Maryland is facing a severe threat from flooding because of global warming. This means that we will have to deal with rising temperatures and more storms that cause floods. I live in the Bay area, which also has farmland that will be flooded.

19. Massachusetts

Most of the homes in Massachusetts are at risk for floods. The most homes that are at risk are in Boston (19,177). This is 19% of all the homes. The town with most homes that could flood is Hull, where 65% of all homes (3,056) could flood. Dennis Port has a high chance of flooding too. In 2020 there will be 364 properties with risks for flooding and 1,452 in 2050.

The Office of Coastal Zone Management in Massachusetts made a program that tells you about the coasts. The program says which areas are most vulnerable to flooding or storm surge and it also says that heavy precipitation events have increased by 74% since 1958. Flood events have risen in association with increases in precipitation, particularly extreme events.

20. Michigan

Michigan has a lot of properties at risk from floods. But some areas are more likely to flood than others. For example, in River Rouge, 81% of all the properties are at risk of flooding. The city with the most risk will be Milan; 157 out of all its property in 2020 will be at risk, and by 2050 there will be 197 of them (8% of all the property).

In recent years, floods have become more common in Michigan. In 2013, there was a flood in Grand Rapids that was very bad and the next year there was a flood in Detroit which also happened to be very bad. These floods happen when it rains heavily.

21. Minnesota

Minnesota has many properties at risk for flooding. Minneapolis has the most people who could be flooded with 10,730 people and 11% of all properties. The next city is East Grand Forks where 55% of all properties are at risk. They could have 1,960 homes flooded in the year 2020 and 2,450 homes in 2050 if no changes are made to water levels or land use restrictions.

In 2018, researchers found that there is only FEMA mapping for about half of the United States. They looked at Minnesota and found that it was not covered by the flood mapping system. Most of Minnesota’s land is not covered by FEMA’s flood mapping system, so it can be more vulnerable to flooding than other areas.

22. Mississippi

Mississippi is a place with many homes that are at risk of floods. There are 10,287 properties which have been found to be at risk in Jackson, and 98% of all houses in Pascagoula. There will be 1,824 homes that are at risk by 2020 and 4,847 by 2050.

Forty-one of America’s states dump water into the Mississippi River. The Mississippi reaches its narrowest point at the bottom. This area is often flooded, but in 2019 it was especially bad.

23. Missouri

Missouri is a place where floods happen. Many people have property at risk in Missouri. Most of the people with property at risk are in Kansas City, but there are many other areas as well. The most properties that will be at risk in 2020 is 413 and 470 by 2050.

Mississippi and Missouri are both prone to floods. In 2015-2019, there were floods in Missouri that killed 50 people. But then there was the Mississippi River catastrophe caused record flooding that devastated farms, homes, levees and land in Missouri.

24. Montana

Montana has a risk of flooding. Most properties at risk are in Missoula (6,607 properties). The highest number of properties at risk are in Evergreen. In 2020, there will be 275 homes that will have the potential to flood. In 2050, there will be 346 homes that will have the potential to flood.

Montana is the country next to the Mississippi Delta. The environment and geography of Montana are different than those in the Mississippi Delta. Floods happen there often because of spring snow melts and ice jams in rivers.

25. Nebraska

In Nebraska, there are 12,616 houses that are at risk of flooding. Omaha has the most properties at risk with 8% of all the homes. High flood risks also exist in Columbus where 45% of all homes are at risk. In 2020, 41 houses will be at risk and in 2050, 64 houses will be at risk.

In 2019, Nebraska had a lot of flooding. The weather phenomenon called a bomb cyclone hit the Midwest and caused this. It did $1 billion worth of damage and destroyed thousands of homes. I don’t know about any other disasters that have happened in Nebraska as bad as this one.

26. Nevada

Nevada is at risk for flooding. The city of Reno has the most amount of properties at risk, 17% of all properties. Gardnerville has the highest share of properties that are at risk, 30%. Humboldt River Ranch is going to have 117 more properties that are at risk in 2020 than it does now.

According to the US Geological Survey, Nevada is a dry place with a lot of people and they don’t think about floods that much because there is not a lot of rain.

27. New Hampshire

There are many properties at risk in New Hampshire. The most at risk are in Manchester (4,184 properties). Almost 1/4 of all properties are at risk. The next worst is Littleton with 555 properties threatened and 27% of all threatened property. Portsmouth is projected to have the highest increase over the next thirty years: 815 to 1,104 property owners will be affected by 2020-2050.

There are 65,000 homes in New Hampshire that are at risk of flooding. FEMA only looks at flood risks today but not the impacts of climate change.

28. New Jersey

In New Jersey, most homes are at risk of flooding. The ocean is the biggest threat. Wildwood has the highest percentage of homes at risk because it is close to the ocean. New Jersey’s flood risk will increase over time. In 2020 there are 20 homes threatened by floods (1% of all). By 2050 there will be 848 homes threatened (38% of all). The First Street Foundation studied FEMA’s flood maps. They said that federal mapping overestimates the number of properties at risk for flooding in New Jersey. But there are also houses in mandatory flood zones that should not be there.

29. New Mexico

In the state of New Mexico, it is possible for homes to be at risk for a flood. Most people’s homes at risk are in Albuquerque. Lovington has the largest amount of properties that are at risk. More and more people in North Valley will have their homes at risk as time goes on. In 2020, there will be 1,432 properties that are at risk (30% of all properties). In 2050, 1,553 properties will be at risk (32% of all properties).

New Mexico is a hot place. It is dry and never rains so it can be hard for rain to be absorbed. When it rains, the water can go quickly through narrow passes and there might be floods.

30. New York

Most homes in NY are at risk for floods. There are 121,202 properties that are at risk and 14% of all homes. The town with the highest number of properties is Hornell (75% – 2,757). The town with the highest increase in 2020 is Merrick. If you live in NY and have a home that is at risk for flooding, there will be 1,847 (23%) by 2020 and 5,016 (63%) by 2050.

New York has a lot of water. It is easy for the water to flood other places in New York. There are 2,625 miles of shoreline and there are many different things that can make it flood. Sometimes it floods because the snow melts in the north or because rivers in New York State make it happen. The thing that is most likely to get flooded is New York City where four out of five boroughs are islands and they too can get flooded sometimes.

31. North Carolina

North Carolina has a lot of properties at risk for flooding. The place with the most properties at risk is Charlotte, NC with 17,545 properties at risk. Avon, NC has 94% of its properties at risk for flooding. In 2020 there will be 429 homes that are predicted to flood and by 2050 there will be 872 homes that are predicted to flood in North Carolina.

The population living near the coast in North Carolina has grown by 100% between 1960-2008. That means there are more people who live near water. There are 2,500 miles of road, 1.3 million acres of land and $8 billion worth of property in danger if a flood happens.

32. North Dakota

Thousands of homes in North Dakota are at risk of flooding. The property at the most risk is West Fargo. 41% of all properties in West Fargo are at risk, and 5,248 homes are currently at risk. Also, Mandan’s share of properties is increasing quickly and will grow to 15% by 2050.

Climatologists are people who look at the weather. There are specialists in North Dakota, and they looked at what happened in 2009. In October 2019, the ground was wet from rain that had fallen before so there wasn’t a place for more water to go. The governor declared a statewide flood emergency because things were getting worse.

33. Ohio

Ohio has a lot of properties that are at risk for flooding. Cincinnati is 21,236 properties at risk. That’s 13% of all homes in Cincinnati. The town with the most properties at risk is Gallipolis and there are 87% of all homes there. Delhi Hills will have 120 properties at risk by 2020 and 148 by 2050.

A new map has shown that FEMA’s map of Ohio homes and businesses is wrong. The map said there are just less than a quarter-million, but there are really more like half-million homes and businesses.

34. Oklahoma

Oklahoma has a lot of properties at risk. Tulsa has the most: 21,727 properties are at risk (14% of all properties). The town with the most is Copeland. It has 40% of all its properties at risk (818 in total). In 2020, 612 properties will be at risk (22%). In 2050, 637 will have been affected by floods and will be at risk (23%).

In 2019, many states had floods. Arkansas had the worst flooding. People living near levees in Arkansas were evacuated because of these high levees and the Arkansas River rose to record levels. The Keystone dam up-river from Arkansas had to release millions of gallons of water because it was too full with water and this caused more flooding in Oklahoma.

35. Oregon

There are a lot of properties at risk in Oregon. The most properties at risk are in Portland. This is because there are 45,951 houses that might be affected by flooding. And the most property owners that might get flooded out live here too – 90% of people who live here are at risk for flooding! In 2020, there will be 247 homes being threatened with flooding. That’s 4% of all properties in the state! But if we wait 10 more years, it will get worse and it will be 482 homes – 8% of all properties!

The First Street Foundation is modeling for the Federal Emergency Management Agency (FEMA). They found that their maps overestimate the risk in New Jersey. It is different in Oregon. Many people are not prepared, and they should get insurance now!

36. Pennsylvania

Pennsylvania is at risk of floods. The most properties at risk are in Philadelphia (63,378 out of 1,326,859). This is 10% of all properties. In Kingston, 98% of all properties are at risk (4,869 out of 5,647).The change in the number and percentage that is affected by floods will rise in Folcroft. Out of 1,326,859 homes in Pennsylvania 79 homes will be affected by 2020. By 2050 there will be 154 that are affected by floods which is 6%.

In Western Pennsylvania, it is rain and snow that leads to flooding. East of Pittsburgh, high tide and storms are the cause for floods.

37. Rhode Island

Rhode Island might have a flood. Most of the houses at risk are in Providence. This is 13% of all homes in Rhode Island. The most homes at risk in Charlestown are 27%. Tiverton might get worse with more flood risk. 105 houses could be at risk by 2020 and 172 by 2050, which is 5% of all homes there.

Most of the time, floods happen in the winter. They are caused by thunderstorms in the Spring and Fall and by hurricanes or tropical storms during summer. In Winter, ice jams or snow melt might cause flooding too.

38. South Carolina

South Carolina has a lot of homes that are at risk from floods. There is a map with the results. Charleston has the most homes (29,469) that are at risk, but Seabrook Island has the highest percentage (97%). Bluffton is going to have more homes than it does now (2,703 in 2020 and 7,600 in 2050).

There are two states that have flooding problems. One state has flooding because of the seasons and the other has it because of geography and weather. In South Carolina, heavy rain causes flooding in low elevation areas near the Atlantic Ocean. But in mountain areas, river flooding and gravity cause it.

39. South Dakota 

There is a risk of floods in South Dakota. Most people at risk are in Rapid City, which has 4,594 people at risk. Sturgis has the highest share of people with properties at risk for 40% (1,267). In 2020 there will be 1,048 (10%) and by 2050 there will be 1,092 (11%).

Rapid City, Pierre, and Sioux Falls are near large rivers. When the rivers flood because it has rained a lot, those cities also flood.

40. Tennessee

The Tennessee flood risk. The most properties at risk are in Nashville-Davidson (33,153 properties). Chattanooga has the highest share of properties at risk (42% of all properties). The projected to increase the most is Lakewood Park. There are 201 property at risk in 2020, and 235 in 2050.

Since 1933, Tennessee has dealt with floods. But the TVA was created to help with this problem. The TVA is preventing $1 billion in flood damage a year. We are also having more and more heavy rain events each year that might lead to floods.

41. Texas

Texas floods are a risk. They can happen when there is too much water. The Houston area has the most properties at risk with 186,481 homes at risk. Groves also has 100% of its homes at risk and 7,074 properties at risk. The Ingleside area has the highest projected increase in flood risks with 629 homes at risk in 2020 and 1,852 in 2050.

Heavy rains in Texas make the Rio Grande River rise, which can cause riverine flooding. When tropical storms or hurricanes happen, there can be flooding too. The population has grown a lot in Texas, and that makes it hard for natural features to absorb water. Urban runoff is also increasing.

42. Utah

Utah has a lot of floods. In Salt Lake City, 15,584 properties are at risk (23% of all homes). Parowan has the most properties at risk: 51%. Clearfield will have the most increase in number of properties at risk by 2020: 11 (0% of all homes). By 2050, 46 (1%) will be at risk.

Sometimes, when it rains, the rivers in Utah overflow and cause floods. The Jordan River is one of these rivers. To stop this, the state built a canal to divert water to prevent flooding during storms.

43. Vermont

In Vermont, many properties are at risk of flooding. The city with the most properties at risk is Bennington (43% of all properties). There is a lot more to come. In 2020, there will be 768 properties at risk (13% of all Vermont property), and in 2050 there will be 813 homes at risk (14% of all Vermont property).

Vermont is a vulnerable place for flooding. This happens because of snowmelt or rain. Snowmelt in the south part of the state can also cause flooding, but ice jams can too.

44. Virginia

There are many properties at risk in Virginia. The most properties at risk are in Virginia Beach with 28,943. Chincoteague has 80% of all properties that are at risk and 4,514 of them. Norfolk has a lot of properties that will also be at risk soon and there will be 18,042 in 2020 and 54,054 by 2050.

Many floods in Virginia come from rivers that are too full. In the east, most of the damage is caused by hurricanes. This is made worse because parts of the coast have been eroded away.

45. West Virginia

Lots of properties in West Virginia are at risk for a flood. There is a lot of water that comes to the land and floods it. Milton is expected to have the most increase in properties that are at risk from flooding by 2050, with 205 more properties being at-risk than there were before the study was done.

47. Wyoming
